In order to use Active Directory GPOs to deploy Message Manager Deluxe, you would have to create a custom .MSI application that wraps the software to adhere to your environment. We only distribute the .exe's and you can create the message files and you are free to do whatever you want with them.
One of the major limitations with using group policies to deploy applications is that you can only use this technique to deploy certain types of applications. Specifically, you can install Windows Installer packages (.MSI files), Transform Files (.MST files), and patch files (.MSP files). Unfortunately Message Manager Deluxe does not work (out of the box) with any of these types.
